Anyone know if this is going to be a building or maybe support for rock work?

I believe it's the Battle Escape attraction show building.

The show building for Battle Escape. It's going to get much, much bigger continuing into the foreground of that shot. The structural supports for rock work tend to be separate from the show buildings. It'll start to appear in like ~4-6months.

Check out the cool slider comparing 1962 Disneyland to 2017. Not sure if it's really 2017 though because I don't see the SWL construction.

It also appears that trees are being planted above the portal connection to Fantasyland. I think we previously thought that the DLRR track would be laid up there.

Also can we assume that much of the rockwork seen in the concept renderings will be placed on top of the show building currently being erected?

From the video and photos from BTMRR the train right of way is lower than that berm level and heads into the tunnel to the Toontown station. Makes sense that trees would be planted to block thethe view into SWL.

So then I guess that means guests will pass under the railway and then through the berm? We need a scale model displayed somewhere in DL. Where's the SW Preview Center!?

It does both, keeps the dirt intact and contains grass seed. It's called hydroseeding.

Maybe the trees are right next to the track...could be the trees are on a small berm slightly above and next to it?
