It was done by 2 guys in LA using Lightwave (I wouldnt say its available at ANY retail store..since it runs about 3000 bucks)..which is a great program that althought I know how to use it..it isnt my main weapon of choice.
Personally I use mainly Maya for modeling/texturing/animating.. and depending on how ambitious im feeling i will either export the models to XSI for rendering (Cuz mentalray, that programs built in render engine, is truely the funk) or I use a Alpha render engine im sorta writing with a friend of mine..but thats very buggy so its my "do i have time to play with this" option.
For making the textures themselves...i use photoshop. 99% of the time they are completly "hand drawn" (in quotes because technically i use a wacom tablet) and that other 1% its usually adapted from other photos.
Of course before even THINKING about doing all this 3d work...I took a few months and did as many concept sketches as possible so that i have a visual reference of how everything is supposed to look and fit together. It may seem time consuming..but it is REALLLy worth it...and if you ever intend on getting a job doing this sort of thing...you better get used to sketching.
