The site that shall not be named posted this claiming that Minnie’s dog is the first of many Disney character additions to MK’s IASW. This one is weird to me. Why would they place her so far in the back like that? I don’t think anyone should read too much into this, it seems like it was put there by a CM, and looks awfully similar to this toy

Agreed, looks like a cm hid it as a joke/tribute. In (epcot) Canada we used to hide a small leprechaun figure in the windows of the buildings in the pavilion, whoever found him would find his next hiding spot.

So, the first character added to It's a Small World is a Disney character that hardly anyone knows about.
My thoughts exactly haha! I still don't know why or how it got there, but if they start adding in Disney characters overtime while the attraction is open without shuttering it, that'll be interesting to see. Then again constructing the characters vignettes takes some time, so I'm sure it would confuse guests if they saw a half built set sitting there in the middle of the attraction without any show element around it. It's also interesting that this comes at a time when they're giving the attraction entrance a complete overhaul. Only time will tell, although again, I wouldn't read into this too much.

That cute Minnie's dog and bathtub play set is sold in some of the merchandise locations on Property.
I actually had one in my hand in the MK's Emporium last week as it was an item I had not seen before.

So definitely just a CM having a bit o' fun.
Most certainly not 'the first Disney figure' being installed into the Attraction.

Personally, hoping the rumored 'Disney character figures' additions get delayed or even better do not happen.
Disneyland's version of the Attraction became a 'Where's Waldo' seek and find game because of it.
Your milage may vary...but I feel it took something away from the original message of the Show.

Actually Minnie's dog is named "Fifi the Peke" who was Pluto's original love interest and appeared in tons of Mickey and Pluto shorts between 1933 till 1947.

She didn't reappear in anything until the 2019 Mickey Mouse short "You Me And Fifi" after a 72 year absence.

Unless you're a hardcore classic Disney fan. I remember rewatching "The Spirit Of Mickey" VHS tape which played a collection of Mickey Mouse cartoons. The Spirit Of Mickey was how I discovered this character and later seen more shorts featuring Fifi with the "Walt Disney Treasure Collection".

In the Imagineering Story, Kim Irvine talked about the challenge of introducing classic characters into It's A Small World. She said that there was initial pushback from fans, but once the work was done, people really enjoyed playing "spot the character." Not sure if Fifi is part of this change, but it seems to me like they could lean a bit more into the "spot the character" approach to add a layer of interactivity to the ride.
