As a resident of the area, I think the lack of affordable housing is the bigger issue. The wages Disney (and the other parks, for that matter) pays are not enough to support oneself unless you're willing to either have 5-6 roommates or live in an undesirable neighborhood.

However, local politicians from every political party have pledged to tackle the affordable housing issue and very little has changed because it's a much more complex, multi-faceted issue than most would have you believe.
Yet the current boss keeps creating more ways to siphon money from guests; Gennie+, higher ticket prices, cheap build costs on rides (eg: GoTG, Tron*), and reducing park offerings (Magical Express). Pay raises seem like they are far and few between. This company is becoming even more geeked up under Cheapik's leadership.

* I use these two rides as examples because 1: Tron has already been engineered so the cost to think it up doesn't exist. 2: GoTG is lacking in original imagination that pushes the cost of a ride. Think Pirates of the Caribbean as an example or all the rides at 1982 Epcot Center. All those rides were complete ground-up Imagineering and build-out. Plus, GoTG's ride system mostly existed. It was just a matter of taking Haunted Mansion Omni-movers and putting them on an SDMT ride.

You can pick a housing design out of a 10 dollar book, but you still need to pay for the engineering and design of that specific plan in this specific location, using this specific soil as a basis. It's not as if 50 million dollars would be saved by reusing the same blueprint. My estimation is that you save more planning time reusing existing concepts that are proven, but they take so damn long to build these things that it doesn't matter.

Wanted to add that the design of the structure housing the attraction would likely need substantial modification to comply with Florida's building standards, which would be additional time.

Or you commute from Polk county. If they six lane'd I 4 each direction from world drive to polk city exit that would be viable for a few years or you head off to work at 5am.

To add to the staffing shortage discussion here is a really interesting point. Right now the job to seeker ratio is .63. The previous low was .81 back 2000. In other words there are 3 jobs available for every 2 people interested in work. It’s never been like that before. With student loans now being required to pay back that could encourage some younger workers back to the work force but it will take a decade plus to make up for the early retirees. That’s where the real worker loss is.

Right up until you get to that interchange past the Target and cineplex that just dumps massive numbers of vehicles onto EB at various inconvenient times of day... or, rather, right up until you get to about ten or eleven miles away, where the pileup reaches during the rush on that ramp. I'm not sure you'd get anywhere near a few years' respite from widening I-4 through there.
