It doesn’t make more sense because the windows don’t align with its floor. The windows would be at about head height.
Wouldn't it if the doorway was on a half-floor landing of a staircase?
The whole point of such doors is to avoid the stairs. It makes no sense to have it 80% of the way there.

They don’t have quirks like this. Even then, if you’re going to introduce an oddity it should visually communicate its reason for being.
That’s just it, whatever you imagine makes no sense. The doors either not at the second level or this building has an incredibly tall second floor with windows that are oddly high up. All they had to do was relate the windows to the door and it would have made sense.
I was thinking they were going to use those hooks to add a hanging sign, since that's pretty common in Europe along shops/restaurants.
