I saw that, but also that timeline wasn’t in any conceivable order, so my other thought was they just wanted MMRR to stand out as a specific entry.

From watching the latest video on Fresh Baked, if the scale model is to be believed, then it looks like Donald's Boat will not be accessible at all. It will just a huge prop that sprays out water. I can only hope that the stairs along the back are at least retained, but if it was, then you would think that there would be at least one or two people on the deck, and there aren't. Watch:
