It's nice they are trying expand The Muppets in the parks....But, couldn't they have used Sam from America Sings instead.....

It tastes like...
a misdemeanor with maximum penalty of one year in prison and $100,000 fine for an individual ($200,000 for an organization). The second offense becomes a felony with maximum penalty of 2 years in prison and $250,000 fine for individual ($500,000 for an “organization” such as a business).

Talk about a mouthful!

Maybe they could have based it on Knight Rider? K.I.T.T. could read the menu to visually impaired guests.
Sam Eagle's character is that he's overbearingly patriotic and a cultural snob. If it weren't for the fact that a lightly themed counter-service isn't going to delve too deeply into that, putting Sam into Epcot seems like an obvious opportunity for Muppety self-deprecation.

Certainly Sam Eagle is more overtly patriotic (though played for laughs, not so much the right tone for WS), I'm just poking fun at the idea of any character from American culture being OK for the pavilion.
