Mass resignations and the firing of senior managers, including the HR director, IS NOT an indication morale is high in the District. High turnover and/or resignations is an indicator of a dysfunctional and chaotic organization. Also shows that the execs don't have a clue HOW to manage. Over time, recruitment and training is more costly than retention. Worked in a few such environments.

That's not accurate. We're talking about local, not state government. Which serves the public within its jurisdiction. In the case of OCTOD, it IS the taxpayer, who is primarily TWDC.
It is very accurate. You’re just wrong.

So all the non taxpayers who are traverse through Disney are not entitled to the services of CFTOD? Who maintains the roads and sewers and storm water systems they utilize? I sure hope none of them need an ambulance or the fire department.

Government at all levels provide services to everyone, not just the people who pay the taxes.

If a guest calls 911 on WDW property and if the guest gets transported to Celebration hospital , it is a free ambulance ride. Try doing that in your neighborhood. A neighbor got transported to the local hospital from his home and he was billed $2K for the ambulance ride.

I'm not wrong. The services CFTOD provides is to taxpayer property. The trash it picks up, the waste water it treats, the potable water it provides, the roads it paves, the fire protection it provides is all to the property owners. It's not MY trash that gets picked up, it's the resorts and parks. It's not MY potable water supply, it's the resorts and parks. It's not MY waste water that is treated, it's the resorts and parks. It's not MY home that the fire department will save in the event of a fire, it's the resorts and/or parks. It's not MY roads that are maintained, it's the property owners. While I might get the tangential benefits, OCTOD serves the property owners within its boundaries. If OCTOD didn't exist, the TWDC property taxes paid to Orange County would cover such services. And roads on property would be garbage. Try driving the roads around the area near Millenia Mall - they are pretty bad.

My Orange County property taxes pay for the collection of MY trash by Waste Pro, not my neighbors, supplys the potable water to MY townhouse, not my neighbors, treats the waste water generated by living in MY townhouse, not my neighbors, and paving roads throughout the county. Also pays for Orange County schools, even though I don't have children in Orange County. And if I call 911 for fire or other emergency, it will most likely be whomever Winter Garden or Orange County contracted with for those services. Fortunately I've not had to find out yet who that is.

It is strange that Millenia Mall which is a very upscale shopping mall anchored by Neiman Marcus and Bloomingdales is located in walking distance to one of Orlando's most dangerous hoods.

Shocking.

Which is why I'm so glad the Costco in Clermont has finally opened. No more 429 toll to Turnpike toll to I-4 to get to the Costco in that area. 35 minutes one way that includes the nightmare that is I-4 is why I rarely visited that warehouse and paid for InstaCart.

And thank goodness my vet has an office in Hamlin.

Congratulations. You've identified a potential new revenue source

Funny… before you claimed it was

Disney being the primary tax payer in the district resulted in the TWDC having a heavy hand in directing how the government operated, which as in the case of RCFD did NOT serve the public. Additionally TWDC utilized their substantial influence over the various public officials in RCID to gain benefits through zoning and other administrative venues that developers in surrounding jurisdictions would not be able to secure or not be able to secure easily and/or quickly.

“How the district operated” has morphed into arguing “everyone passing through” is obligated services.

Were tourists being denied services? No, in fact they were often receiving higher than standard services

As a tourist, is the state of Florida obligated to put my interests above those of it’s own constituents?

Your arguments as usual fall apart

Orlando Health off Avalon (545) would be much closer to WDW than the hospital in Celebration...no ride on a congested Osceola Parkway...

But then it's not AdventHealth, which Disney has "contracted" with. 😉

I believe TDO has contracted with AdventHealth. It IS the AdventHealth Arena at WWOS and AdventHealth provides medical services for all runDisney events and other sporting events.

I've never been asked for my insurance card when partaking of their services.

I don't know if Reedy Creek has that Disney magic in their buildings but the ER at Celebration Hospital has a good sized Disney themed play area for kids while the little ones play and or watch 24/7 Disney movies on the big screen.

Gotta love those "breaks" where one pays twice;)

Anyone who is fortunate...or perhaps unfortunate, depending on your perspective...who owns property within the boundaries of a special taxing district like OCTOD, will be taxed twice...both by the county AND the special district.

Just ask the residents of The Villages (a special district) which spans 3 counties (Marion, Sumter and Lake), 2 WMDs (St. Johns and SW), Lake County Water Authority (a special district), and 2 cities (parts of Wildwood and Fruitland).

I've not had to partake of Orlando Health's services yet, but I'm pretty sure that facility has a play area for children that includes TV; most large hospitals do. Maybe not Disney, but the staff can most likely switch the channel to Disney Jr. It's ~ 2 miles outside of RCID.

I really need to disappear the RCID sign.

The affordable housing that has been talked about along Herzog that will be built where the storm water ponds are is withing the boundaries of OCTOD. If any of that housing will not be rentals, wouldn't those property owners also end up paying OCTOD taxes?

No, you are treated just the same. However, the state likes to extract a tad more in taxes and usage fees out of your wallet. 😉

Which we appreciate to avoid a state income tax.

I assume the plan is (was?) to de-annex land from RCID.
