I assume you meant to put Windows 95 the second time. It shouldn't cost too much to do it, but you need to make absolutely sure you have the computer power to run Windows 98. You need to make sure, to be very safe, you have at least a Pentium II 350Mhz computer with at least 64 meg of RAM, preferably 128 meg.
If you want my professional opinion though, if you still have a computer with Windows 95 on it, I would suggest that it is time to replace your computer. As you can see with RCT II, there is not going to be much if anything out there that will work now with an operating system that is 7 years old.
