well the shell still needs reskinning (to make it all level and look more like a observatory dome) and they have to skin and finish the entry building... i dont see it done before the Nov... IMHO

Most recent art appeared to have no guest access to the tower unlike the original art.

Because it's still going to be a Planet Hollywood, they are just re-theming it as a Planet Hollywood built inside an old observatory.
