Let us also not forget that most of Disney's resorts have open hallways. Adding this level of security would do nothing for most of Disney's resorts.
Because you don't implement half of something When you card key the elevators... you obviously give up open hallways and doors are setup to allow access into stairwells, but not out of them except to fire exits. This is standard design in residential and commercial spaces. It's nothing shocking if Disney were to use it... but I highly doubt Disney is motivated enough to tackle this. Especially when security cameras and observation can mitigate the specific problem.
