The original cut was 12 minutes, not 13:

"SIMONSEN: It’s challenging. The first cut came in around 12 minutes, and then we had to make some hard cuts. All the characters, if they’re in that 12-minute cut, they’re all in the end shot, for sure. We definitely didn’t get rid of folks completely. They just got moved for different moments because we had to keep the pace going. It became about keeping that drive of, “Hey, we’re losing the light. We’ve gotta get out to take the picture.” There was a very cute moment with Chip and Dale trying to get some peanuts out of a vending machine that made us all giggle, every single time. In the essence of time, we did have to cut that, but we moved them into the end shot and they’re there and we get to celebrate them."

One of the directors, Trent Correy, replied to someones comment on Instagram and said Once Upon A Studio will not be playing in front of Wish.

I believe the short might still be played on Wish in theatres at limited territories, specifically in the countries/territories where the short did not yet released on Disney+ and it's equivalent like Hotstar or Disney+ Star, or in the country where Disney+ did not yet released like in China and Vietnam (Vietnam has confirmed 2023 launch year with Hotstar, but did not announce the launch date yet)

This might just be the segment where Stromboli is ranting and smacking the vending machine. It seems like it fits that part rather than just a jump cut to that segment..

Well, that’s a bummer! I love Chip N Dale!😢Oh well, at least they’re in it.

Once Upon A Studio is now trending on DisneyPlus, but sadly didn’t beat Mickey Mouse Clubhouse and Bluey.😢

I missed the Horned King. Where was he?
Also the mix of CG characters interacting with 2D characters was a little jarring.

I can't help wondering about this moment with Snow White and Mulan..Unless it was a nod that Snow White was done by the studio in California while Mulan was the first film done at the Studios in Florida.

During that part I’m surprised that they didn’t include Cinderella, and Tiana or Rapunzel to represent the eras.

Snow White = Golden Age
Cinderella = Silver Age
Mulan = Renaissance
Tiana or Rapunzel = Revival
