Plus Roger Rabbit isn’t made by WDAS.
I thought the animation segments was done by the studio, and that it was just released as a Touchstone film because Roy Disney and Michael Eisner feared it was too adult for the Disney brand at the time?

I don't think the rights issues with Spielberg would be the main issue as Roger Rabbit had cameos in both Chip N Dale Rescue Rangers and the Pinocchio remake (as a clock).

In terms of the latter I think Zemeckis has the juice to make that happen

The animated shorts produced with Roger and co. were done by WDAS. As for the movie I wanna say it was a combo of both WDAS and Richard Williams' own studio, but then again I don't know.
