As much as I hate to appear dumb, I'm afraid I do not follow how a Lock system would work in any manner in the lagoon. I don't mean to be a pest, but I am not able to picture your idea. Can you expand a little?
Any mechanism that would lower and raise the barges out on the lagoon. If they can't be submerged in water like World of Color, than lowering them with a lock system would be an alternative.

Wouldn't that just leave a hole in the water? With a taco sitting in it? If anything they probably just need to widen the outlet from back stage to the lagoon so they can take it in and out easily. Again, it depends on what the actual problem is in getting the barge in and out of the lagoon that would take an hour or better to do. I just can't picture what is happening outside of what I speculated on.

They could have installed a platform just under the water (see Universal..) and that would have solved half the issue. Then floated out only a smaller barge that contains video elements only at night. Several ways to skin the cat here..

But the main thing is, from what I've gathered these barges COULD be removed nightly and brought backstage.
It's not a design flaw.. it's an operations flaw.

If the barges don't submerge, maybe they could just raise the water level of the lagoon during the day?
I agree it’s ugly, but the barge’s platform system frequently breaks at DCA. At least fountains are better than random pipes sticking up all over the DCA lake/lagoon/pond/puddle.

I'm going to respond to this with the appropriate innuendo.

It's easier to hide a hole than a taco.

This would be a perfect time to place a temporary bridge and to just that. I think Harmonious just shouldn’t have happened.
