There were comments a year or two ago that the budget was indeed mutilated. I believe they originally came from whylightbulb and WDW1974, but Martin also backed them up as well. It was said that it was originally supposed to be something of the scale and quality of World of Color, but was downgraded substantially since the budget cuts.@marni1971 might know this answer, How large of a budget did RoL have? and has it suffered any cuts?

From my experience here, a lot of the insiders have more nuances view of "quality" because they know stuff in more intimate detail. I wouldn't be surprised if a lot of guests will enjoy a "pared down budget" RoL as much as WoL because they wouldn't even pick up on stuff that would be present in a "superior" version of RoL.
