There was a Captain America gondola in a concept art...

Doubtful that anymore will ever be painted.
I do wish they would have done a few more at DHS in the tan color and some at CB in a pastel color.
I understand not painting them all for cost and maintenance reasons, but would have been nice to see a few more of the highly visible ones look more finished.

Didn’t they previously state there were 22 character designs? We have now seen 22.
Edit: I used a second source and found two more, so we are at 22 now.

I don't know the source of that claim. I don't remember it being an official statement, but, I'm not sure...

But I can’t seem to find anything from an official source now
There are a couple news sites which quote that number. Not sure what the original source was. Based on the fact that we have now seen exactly 22 different ones, they may be correct.

If they make a Captain American one, it would have to stay off the EPCOT line... fine on the other 2 though

These are beautiful. To me, this is NOT a like a bus, this is as much of an attraction as it is transportation! I want to experience it. I think there will be HUGE stand by lines to get on these.

The original source was an Orlando Sentinel article that included a video of the interior of a cabin. DFB inaccurately quoted the article as “22 character gondolas” instead of 22 character designs.

Where? Just backstage areas as far as I can tell. International Gateway is outside of the park. It goes over the back stage area of Ratatouille I guess.

I assume the EPCOT line passing over the park and thus techincally being "in" the park probably caused the lawyers to tell them they should scrap that design. Based on the way the contract is written, I could see that being an issue.

They currently do not pass over guest areas in a park, but they will once the Rat area is done...
