I think that may be part of the parking lot expansion.

The permits have the DHS station up near the handicap parking lot, this is back near the curve at the end of the bus/RV parking.

I'm not sure if this has been said already, but here it goes: the new gondola system will have AC, however it will not run in thunderstorms. It will run in winds in excess of 40 mph.
