Allow me to rephrase.
Sources within TWDC with knowledge of the situation suggest that the future of the Muppets at DHS are contingent on the success of the new TV show.

Better understood, yes, thank you. But faulty logic on the part of the powers that be. If the second movie was unsuccessful, that's not the fault of a decades-old successful property. They're muppets. It's the fault of said powers that be for not doing it right. The audience is there.
Plus, however tangential this may be, Sesame Street was just picked up by HBO.
Corporate people in many businesses mess things up all the time. This would not schock me. But IMO, for whatever that's worth, complete and permanent removal of the Muppets would be a short-sighted move and would to a degree devalue the property they already own.
