Basically what happens is that is that WDI R & D gets together with Creative Development and they decide which new project or technology to develop (like Lucky) and then build a working model and then take out in the public and see how they respond
Basically, WDI is shopping for customers, if the parks like the product then WDI will build one for them and changing somethings according to their specifications. But the park has to foot the bill, which it all comes down to everything, it's based on money.
