As for the carcus, treat it as you would a doggy stool - either shovel it into the trash or pick it up via a plastic bag.
As for where the bird came from, I'd guess the dog found it like that. Birds will either die of natural causes or be killed by domestic cats, the latter being one of the biggest causes of dropping bird populations.
