Let me ask you this: Mission: Space cost $200 million. Lets say the monorail expansion costs $1 billion. Would you rather have 5 attractions of M:S calibar theming and experience, or a transport system that would have you standing in longer waits than you do for busses?

When you spend money on something, let's say a videogame. You spend $50. When you buy that game, you are hoping to turn that $50 into equal or greater satisfaction. You don't spend money just to spend. You spend money hoping to get something in return. You keep the argument going by saying this like "disney makes $30b, it wouldnt be unaffordable". That isn't agreement.

I don't have profit numbers in front of me, but most companies make about 20% profit. Thats $6b for Disney. So you would be taking up 16.67% of Disney's annual profit for one project. The $1b number is also low. It would probably be more like $2-3b. All that money comes directly out of new projects, new rides, new shows, rehabs, new resorts, research on new ride systems, etc.
Then there is the shareholder issue. Since you mentioned your school principal, I will explain. The Walt Disney Company is a publically traded company on the American Stock Exchange. They trade under the symbol DIS.
The company, per its policy, allows shareholders to vote on referendums. Anything that would cost in the vicinity of $1b or more would have to go through a vote, in which it would not pass, because it isn't going to increase the value of the company in any way. Therefore, the executives of the company wouldn't even consider it, since they know it would be a waste of time.
