Mickey Mouse is also trademarked and those don’t expire. Others may be able to resell Steamboat Willie but they would not necessarily be able to create their own Mickey Mouse content. The US is also party to a number of IPR agreements that would complicate another unpopular extension.
I think that many people forget that two Mickey Mouse shorts have already fallen into the public domain. Both the Mad Doctor and Minnie’s Yoo Hoo (Short film version) are both in the public domain already:

And since they expired long ago (before Eisner was CEO of the Disney company), you can find them already on tons of public domain cartoon collections with very terrible artwork:

I hope that California's version is a different ride since it's completely new build and not having to work on GMR giant rooms with open spaces. New scenes hopefully and new song.
Are they going to change the pre-show for California? It makes no sense to have you as the guest enter the screen to enter the cartoon since you are already in the cartoon world in toontown.

No. The facade will be themed to a theater within Toontown. The cartoon exists as a cartoon within the already cartoon themed world, which I guess is their excuse for the ride having a different art style from the rest of the land. The queue however will remain consistent with the design found in the rest of Toontown before you go through the screen.

Oh ok thanks! That makes sense. It's like Inception then 😂

I’ve been becoming more and more convinced that the entrance to M&MRR will be taking over Mickey and Minnie’s House. The foundation for the ride is going up, and it doesn’t touch the backside of the City Hall or Gag Factory, where it is rumored to go. Instead, the under-construction show building abuts the backside of Mickey’s House.

Here’s a visual of the construction area:

If the entrance was going to be located at City Hall, you would expect the construction zone to cut off the backstage road there, instead of behind Mickey’s House.

Like the HS version, the queue could remain relatively unchanged, up until the theater room, which could be remade identical to the HS version to take you into the new show building instead of Meeting Mickey.

Of course, we have already seen concept art of a new theater facade... and such a facade wouldn’t make sense if the queue starts of inside Mickey’s House. But plans do change...

And is it strange to build your new attraction behind a facade that has existed for 30 odd years? Would some guests assume it’s the same old meet and greet? Well, the HS did just that, with only new signage to tell you something different is there, and it works just fine.

Maybe you exit via Mickey's house?

I think the City Hall facade is being demo’d and the theatre facade will go up in its place.
