Do we know why this is the case? Is it just a lot of rides happening to hit their time at once? Deferred maintenance catching up? I would have assumed that they would have been trying to time everything to be open when Frozen is ready, but that doesn't necessarily seem to be the case?
There are many reasons which apply more to some rides than others. Deffered maintenance is one but that is in a much better place for most attractions than it has ever been except for the coasters, the park also has more requirements to keep the rides up to modern health and safety standards than the US parks so things like improved CCTV, fire detection and suppression, intrusion detection, asbestos removal etc. which makes up a lot of the multi-month refurbs, the attractions generally take more of a beating with the hot and cold versus the US, they also have pressure from cast member unions to improve working conditions where possible. Also there is a significant and continuing project to replace the floors and facades of literally everything across the park that hasn’t been done yet as well as increasing the amount of covered outside dining areas and queues.

Once Frozen is open I can see Rat and Crush being due for significant refurbishments then Flight Force may be the last of the major coasters to close for a retrack.

Wondering one thing… No fireworks ??
This 20-minute nighttime show will combine pyrotechnics, fountain displays, and cutting-edge technology to create an experience that includes 60 brand new ultra powerful lighting fixtures, 15 ultra-bright lasers, an all-new architectural LED lighting package, the iconic Star Flash strobes, as well as a new immersive audio system. Not to mention the drones, operated by the resort's official technology provider Dronisos, which will form 3D figures in the sky above the castle creating a unique visual experience at Disneyland Paris.

They also mention fireworks in one of the promotional videos. Looks like they want to put the emphasis in the new tech and effects like the MS projections, new lasers and even the drones (this will be the first full show with them).

Is there any reason they can't put them in the windows like WDW and DLR?
They might not have enough room. Disneyland has more room to work with inside the buildings for the projectors, meanwhile the projectors at Disney World are smaller & space efficient focused which is why there is a common complaint of them being a bit dimmer than DL's.
