it's a .gif file, which basically tricks the computer by making it think it's just 1 photo. The quality is not near as good, but for avatars you really can't tell the difference. You just need a .gif animator, it's like a slideshow. That's how I did mine, and how I assume others do it!

I know how to make a gif image.
It just won't animate when I use it as my avatar.
