Haven't read the entire thread so I'm sorry if this was brought up already but why not just do 3 hour parking free. Anyone shopping or eating there should be fine with that amount of time. After that charge like $5.00 an hour. Anyone parking for a theme park will be paying a lot more than theme park parking lot prices and with having to take a bus to a hotel and transferring to a theme park, no one will even try it. If they do then Disney makes out. I've personally never parked in Disney Springs and gone to the theme park because transferring buses is just too annoying. I'd rather pay the regular parking price.

The tl;dr version is that it wont happen because the garage belongs to RCID. And a few other reasons, read what Steve posted on it.

Yes, we've already gone through this part of the discussion. We don't know for sure but they probably could of course that wouldn't go to Disney and even then it would probably only be a few dollars as is pointed out in the link below which is pretty typical of parking rates in government provided facilities.

Somebody should put a stop to the City of Orlando's illegal activities.

I like to think of them like company accountants. They play by rules... but they still are hired by the company and working in the company's interests. They work to keep people honest.. but don't forget who they work for.
This is a pretty good description of every public government. In fact I would say RCID is probably the least corrupt example of government in the country.

Funny... because in this context I'd say its the complete opposite. When talking about motivation and ambition... most leaders in government are out for themselves or their fiefdoms... putting constraints and policy writing over common sense or efficiency for who they were HIRED to work for.. the constituents.

I'm sure RCID employees are largely true professionals in their fields -- but it's not the inspectors or EMS personal we are talking about here...

The only difference is RCID is more efficient. In a more traditional government the opinions and the wishes of the constituents can sway and change. With RCID the leaders of the district only have one main constituent. That constituent can very simply meet with their government leaders and make their wishes known those leaders can then act on a government level to represent the needs of their community perfectly.

They definitely didnt design the new garages with charging in mind.

there were already concerns about traffic backing up onto I-4 so there really isnt an option to install a ticket machine on the ramp in, and there isnt a place to put a booth on the way out particularly on the direct exit to LBV westbound

someone mentioned charging by license plate, while thats technologically possible i doubt its legally or feasibly possible for them to do on their own, the only way to do that would most likely be to involve sunpass, however it may not be legal to utilize it for private entities, and they would lose a portion of the revenue for costs and to allow sunpass some type of profit margin

Reinforcing @wdwmagic: Springs is not going to charge for parking. @s8film40 is correct in his/her earlier posts' assumptions. Not sure RCID bought the land, I believe they only own the garages. Related, I'm not saying this officially, but I do expect complimentary parking/free access at the hotels will be a thing of the past sometime in 2016/17 (with restaurants still providing free parking), for both crowd management and revenue.

Just to once again clarify RCID is not a private entity. As for utilizing Sunpass and to charge by plate, the only instance I know of is the airport so I guess there is precedence for something similar, however I don't think they do the charge by plate portion. With all the people from all over the country visiting WDW I would imagine it would complicate it somewhat with the high volume of out of state plates.

RCID purchased the land for the garages. They also purchased some portions of I-4, I've always assumed it was related to building the ramps into the garage but I've never heard that confirmed.

They purchased access and right-of-way along with funding the ramp, but the highway itself? A combination of entities are paying for the improvements to I-4 in Orange County along Disney property, while federal funds are being used for Osceola county.

Yes this is what I'm referring to.

It could be that I-4 is more a part of the reasoning for why they can't charge for parking than just the ownership of the garage. I came across this, it's pretty in depth but interesting. They do seem to mention multiple times that the ramp off of I-4 will go into public roads and that parking and admission to DS is complementary. It seems like that was a part of making their case for getting permission to build the ramp into the garage.

And that doesn't even take into consideration all of the out of country people that come to Disney. Have you seen how different the license plates are in other countries? I mean I'm not sure if their system would be able to understand a plate from a person that drove all the way over from England or other European Countries. :)

I don't think many people drive from Europe, but you bring up a good point quite a few people do drive from Canada.

I don't know.....everytime I'm at Disney I meet a lot of people from the UK. Are you telling me that none or those people made the long drive to Disney? You have to be wrong....

So, as a guest at the hotel I will have to pay, but if I am eating at a restaurant I won't? Is that how I am reading this?

No, if you are staying at a Disney hotel you would still get free parking as part of your stay. If you are not a registered guest (Like Dave scamming his way into parking at the Contemp/Poly), you would have to pay.
