How do you do a poll?

Can only admins post a poll? Or can I do one? If so, how do I get the choices to show up at the top of the thread and the circles in which to cast your vote?

When you click "New Thread" there is an option towards the bottom to include a poll. Check this box and when you hit "submit" you will be given your poll options.
