And it says a new princess makeover will open in the new castle in summer 2019. Does this mean the castle will be ready by then?

Unfortunately not. The press release says the Castle Area, not the castle itself. My guess would be it is displacing an existing facility (probably the Fantasyland Shoppe).

The press release from May confirms the castle project was delayed to 2020, Frozen to 2021. Marvel E-ticket still planned for 2023.

Lets all be clear here They didn’t mention BIBIDI bobbidi Boutique would be located inside the Castle, It will be located around the Castle, and Consdering that All HKDL expansion dates has been delayed over a year starting from 2020, And the right time for the 15th anniversary celebrations of the park.

So No the castle won’t be completed til 2020.

No, it isn’t.
If it was cheaper to build a new castle from scratch, they would.

Or a new queue building for the GotG coaster at Epcot.

Or a new show building for the Mickey ride at DHS.

Or a new building for the Spider Man ride at DCA.

Or Test Track, Mike and Sulley to the Rescue, Buzz at MK, MILF, SGE, Pooh at MK

...

You’re assuming all of those things would have been cheaper, when in reality, a mandate to reuse existing facilities is in place regardless of actual end cost savings.

Why would there be a mandate to reuse buildings if it was more expensive to do so?

Why would Disney consistently choose an option that is more expensive AND more creatively restrictive?
