I'd agree but the guy has been working for TWDC for 14 YEARS already, So if he's not familiar with operations I'd venture he's an empty suit they would be better off without.
That is a remarkably silly thing to say for somebody as intelligent as you.
Why - He's been a Disney executive for a decade plus, I don't expect him to know PARK operations but I would expect him to know business operations. He should be able to go through the park as a normal CM and see what does not work.

My CEO is likely to materialize in our labs late at night if we are working because he wants to know WHY high level employees are pulling all-nighters perhaps it means more resources are needed or simply we are trying to please a customer for a specific issue.
To the fast food example, Is the operation safe and efficient does product go to waste because of handling, Yeah stuff like that is IMPORTANT.
You concluded that because he's been with TWDC for 14 years, he should be familiar with operations of the parks, and if he isn't, he's useless. But I don't think he's ever had any responsibility for, or duties in, parks. So the fact (if it is a fact) that he doesn't know park ops could simply be due to the fact that he's never been asked to nor needed to know about park ops.
As I understand it, Walt Disney was a fan of management by walking around, and I have no doubt that it can work. However,
1) Walt and H-P were walking around areas that they were managing. Bob Chapek hasn't ever managed parks, so it shouldn't surprise if he isn't ready off the bat to manage them by walking around;
2) Management by walking around doesn't have the word "alone" in it. His style of managing by walking around could involve a guide some/all of the time;
3) Management by walking around ain't the only form of management that works.
Yet, you've concluded that because he isn't doing it, right away, the way you would like him to, he's useless. That is Olympic-caliber conclusion jumping, which is silly.
And if your CEO can "materialize" in your lab (or anywhere else), he's in the wrong business, as he could be selling his Star Trek transporter technology for a lot of money.
