Aparently people still like jumping off cliffs..This happens every once in a while if a CM leaves the gate unlatched, or if a guest just gets curious and goes up there on their own. The gate isn’t typically locked, as it’s an emergency exit. Once guests see a few people do it, other climb onto the bandwagon.

That is possibly more operational choice. Given that it is a large balcony, it seems doubtful that it is only legally designated as an exit corridor. The bigger issue would be adequate egress from the balcony itself and the large number of occupants that would be assumed for a standing assembly occupancy.It's an emergency exit.
