Thanks but I am not really sure what I am looking at here. Does this mean that on 10/02/22 you could still purchase an ILL at 9:30pm?

What I am looking to do is go for the VQ right at 7am and if that does not work out then try to buy an ILL for later in the day, But I don't want to be messing with the VQ thing if the ILL's are all gone within seconds of hitting 7am.
