I believe that they never actually promoted refills on paper cups and it’s always a been technically illegal - but never enforced.

It doesn’t make sense to sell refillable mugs and give refills on single serve.

Just like pre-chip people would take old refill mugs and use them and convinced themselves it was ok. It never was ok...always forbidden but tolerated.

Things would always officially make sense from a business standpoint...if reality is there was leeway.

I believe you’re incorrect about the paper cups...but I’m basing it one my recent experience. In April, we grabbed a bite to eat at Gasperilla Grill at the GF several times, and we bought soft drinks with meals. We were told we could have three fills per paper cup. Regardless, the soda machine (the fancy Coke ones that allows you to pick from the various varieties/flavoring combos) would actually say how many refills were left on that cup. I distinctly remember that because I mix my kids’ drinks with seltzer to cut down on the actual soda and it counted that as two drinks with a single cup (I guess because I choose two different beverages?). Anyhow, the paper cups at least at Gasperilla a Grill allowed for three cupfuls

The paper cups have also had chips in them for quite some time. They have been set to allow three refills within a set time period, I believe two hours. If Disney had wanted the policy to be "no refills," they could have easily set that in the chip. I have never heard of that being the policy.

Also, it does totally make sense to offer both. Refillable mugs are sold as a benefit over single serve drinks because you pay once for them and then are able to use them for the entire length of your stay. If you're there for ten days, you can use them for ten days. Someone could get 50 refills in that time and be covered. With the paper cups, you're buying a beverage for one specific meal and, at maximum, are limited to two hours in which to get your three refills. Not to mention that your mugs go home with you. I use ours for coffee every morning on the way to work.

The paper cups are hardly a substitute for the refillable mugs.

No but seriously, all I could think of is “this is why we have an obesity problem in America”
At least they are drinking their soda at Walt Disney World, a place where most people engage in quite a bit of walking and other physical activity! (Yes, I drink soda.) I maintain that a change in our lifestyles that has reduced or eliminated physical activity for a great percentage of people is a bigger contributor to the obesity problem than food and beverage intake, though as a society we tend to focus on the latter most of the time,

Even I take in more calories than I could ever burn while at WDW, and that’s without drinking soda.lol.
I’m not telling everyone that they have to make the same lifestyle choices as people who don’t drink soda, I drink Starbucks every day.. so I drink enough calories with that, and am in no place to judge.

...unless someone needs more than 3 refills on anything other than water.. ;)

Or was it to rake in tax dollars?
A soda tax was started here in Chicago(Cook County).
It was also promoted to "curb obesity" and "save our children", but when it was repealed the first thing the County Commissioner said she had to do was cut county jobs because they were losing the revenue from the soda tax.
A B.S. law.

Yep. Oh, and I'm pretty sure that Bloomberg actually donated to your situation in ChiTown...can't remember where I read that...but...pretty sure he did.

I dont know how anyone can drink soda in Orlando anyway. I rarely do on my trip because of the heat. Stick to water!

Everyone knows water is the most hydrating beverage but some people just like soda. Plus, they’re on vacation so they want to enjoy what they’re having.

Personally I do find only ever drinking water becomes a little boring so it’s nice to have an alternative too!

Throw a little salt and sugar in your water (ie gatorade) and it’ll really hydrate you.
