If they did an actual lottery then people who were unsuccessful would blame Disney. And that means a lot of irate people who are on their once in a lifetime / once in a blue moon complaining that Disney’s lottery shut them out.
Making people try for a BG themselves puts the onus on the guest. Yes there will still be upset guests but at least it isn’t directly attributable to Disney.
It might not seem much of a difference but I think there is a perception of difference between the two outcomes.
Thats definitely not much of a difference, if you ask me. Prior to covid, I was about to go to DLR. Our trip was scheduled for April '20 - but it obviously got canceled. One of the big stressors leading up to the trip was whether or not we were going to get onto Rise. I carefully planned that trip so that we had enough flexibility to adjust our plans if we got a boarding pass for a not-so-ideal time. I remember remarking to my wife that this sorta flexible planning was doable at DLR but I couldn't imagine it at WDW (due to the proximity of the parks to each other and the availability of dining in Anaheim). But even so - I read countless horror stories about families that got into Main Street, frantically banging away on their phones - followed by children or adults loudly sobbing at their misfortune.....and the cheers of those lucky enough to get their golden ticket just a few feet away made it worse. Decidedly un-Disney! But they don't care. Some demented psycho in Burbank probably thinks that sort of misfortune would make people come back because they read somewhere that losing brings people back to casinos and carnival games.
Regardless, people can still blame Disney for their servers not granting them access while granting it to others...and they have. They can still blame Disney for implementing a disparate, unfair system....and they have.
