How likely do you think it is that it will happen?Disney HAS to sell the rezoning idea to the residents.
Promising that no tax dollars will be used, and that Disney will not expand out of the land it currently owns in the resort district are positive messages.
What that translates to is that The Manchester land being used as CM parking, most of the Toy Story lot and the Paradise Pier Hotel property, all currently not part of the Disneyland Resort zoned area will be added to it. So Disney is trying to be sneaky in getting that approved.
And that is a SMART idea. Of course, after the rezoning is done, Disney could buy land for parking, warehousing, etc. Never say never
