with D23 just announced is there any rumors for other lands that could be announced or new shows with the amount of land that's rumored to be redeveloped for DHS it has to be more than Toy story land and Star wars land.

You're right, but one of the biggest reasons that Carsland or Radiator Springs Racers isn't coming is because TDO (and/ or Burbank) doesn't want to pony up for the costs of Cars attractions. They have their cash cow for California, and they're going to go with different franchises in order to milk as much money as they can out of both resorts. That's why we're getting an Alien ride instead of a Tow Mater ride, and a Big Hero 6 ride in Tokyo. That's 3 "unique" attractions that can be marketed for three separate resorts as incentives to visit each of them.

For the money it would take to build anything remotely similar to RSR in California Adventure, they can build something with an entirely different theme, and if TDO is forced to spend money, that is what they will push for, and most in Burbank will back them on it. Take Hogsmeade in Hollywood. The appeal is still there, but vastly diluted in comparison to the insanity that was the Orlando opening.

Consumers value uniqueness, even low quality uniqueness, and the only reason Carsland in any form would be cloned would be to maximize profits. Even Toy Story Land appeals to TDO's pocketbooks more than Carsland, which is why we're getting it instead. The bottom line is that if you force them to spend money, they're going to want something unique, even if the quality is not as good as what Carsland would be.
