Disney Springs construction begins

Isn't that already in progress? I know a couple months ago after all the Disney exits there was construction going on for an overpass, which was just after DTD.

That's for Palm Parkway, not DTD (although that new exit should help things a bit coming out of DTD onto Hotel Plaza Blvd.)

Would Disney be able to build a Marvel themed restaurant or attraction in Disney Springs since it isn't technically a theme park? I'm not sure how the contract works.

It isn't an exit, and there are no plans to make it one that I'm aware of, it is simply an overpass connector to the Premium Outlets area to try and alleviate some of that traffic heading to Vineland Ave.

Looks pretty much like an off-ramp on I-4E--in any case, definitely will help the area, but not (yet) a direct exit into DTD.

Disney Springs wont be offering attractions - it will be shopping and dining. They will nearly all be operated by third party vendors, so don't expect many (if any) new Disney themed locations. Very doubtful there would be anything Marvel.

I hope this area is way better than what I'm picturing in my head.

I guess it'll help that I live not so close to central Florida and most of the shops/restaurants will be new to me.

There is a clause in the contract that allowed Marvel to build their own special retail locations east of the Mississippi, but not within 60 miles of Universal. This could come into play if they tried to build something at DTD>

Started construction on what? I haven't seen anything built or even starting to be built yet.
I have seen some things deconstructed though.

They have built a lot of walls and trailers. :)

I think that's just the short-term plan. The long-term plan is to have on and off ramps for i-4:

Must be part of the Ultimate I-4 project, then. I haven't been keeping up with that as well as I should.
I went to look at the ultimate i-4 stuff earlier and according to that site the west end of that project is still Kirkman, so no dice there...
I have yet to find supporting FLDOT information on the above image though.

Yeah, it seems like one of the big land development blocks that pop up and end up failing after investing too much with too little return. Their mention of being the only approved new, full interchange from Daytona to Tampa struck me as peculiar, and gives away that this is likely not entirely "kosher." Similar to Xentury City/World Gateway, etc. A secondary traffic flow to the outlets was badly needed, though, and would likely have happened anyway. From what I've observed driving past the area regularly, I don't think there's room for a properly sized exit ramp on the west bound side, and the construction of the retention ponds on the east bound side make it look equally unlikely. There has been more development along I-Drive closer to the outlets and Central Fl. Pkwy lately though, so its possible.

Haven't seen any plans/maps, just rumors of an exit to Palm Parkway ... but driving along I-4E, there's something that looks remarkably like an exit ramp before Osceola Pkwy/536 (it does go upward). And driving on Palm Parkway, there's a big road with a traffic light that's yet to be open (that also slopes upward).

Ummm...those are two completely different areas and projects. They are building a new off ramp system for I-4E and the Osceola interchange, but that's about 4 or 5 miles to the west from the Palm Parkway to Vineland overpass that is being finished. The plans provided for the overpass to the Premium Outlets is from a private land company, similar to World Gateway/Xentury City, the new Osceola Pkwy ramp is a fully government thing.

ETA: Double checking the construction of the overpass to the Outlets, there's no way they're adding exits to the overpass, at least from I-4 to the overpass in either direction. They could add on-ramps to I-4 from the overpass, but the west bound one could be a traffic nightmare since traffic regularly backs up to about that overpass area.
