With the upcoming early April closures, is the Premier Theater going to remain accessible, or will that be closed down? I can't seem to find it on any lists as being closed, but on some of the park maps floating around in cyberspace showing probable construction areas, it appears to be "in the zone".

Last I saw of that ladder it was hiding in Splash Mountain. I know because in one room where it's usually dark the work lights were on for whatever reason.You will know if the WDW ground breaking is going to happen as the ladder will be moved over to where they are going to do it

Fun Fact: Splash Mountain is The Ladder's favorite attraction. That's why everything gets built so slowly, The Ladder is always hangin' on Chickapin Hill.
As a local with an annual pass, I am completely opposed to this. I would have to stay on property just to avoid lines for three measly attractions while the rates for my pass continue to climb? It's utterly ridiculous. Leave the system as is.
I've said it before and may look bad but if your staying at one of the deluxe resorts, you should get at least more fast passes than other guest. At least 5 fast passes for the price your paying.
