Why does TWDC have a Brazil D23?
Is it simply an event they can MAKE MONEY and maybe give the executives a vacation in Brazil?
If they announce the 5th gate at D23 Brazil... you know what that means... 6th gate announcement at D23 Anaheim next year! You should fully expect updates at D23 Brazil on the following:
Sorry, but not sorry. This is going to be a giant nothing-burger yet people continue to believe that D23 events are these be-all-end-all parks announcements events.
- DHS Mermaid show re-do
- Monsters, Inc coaster at DHS
- Cars Land at MK
- Nighttime parade at MK
- 5th gate at WDW
- 3rd water park at WDW
- Detailed Disney Texas plans
- Home ports and destinations for the next 4 DCL ships
- Entertainment and shows on the Disney Adventure
- Massive EPCOT expansion
- Replacement of Kilimanjaro Safari
- Revival of Project Gemini
- Star Wars Launch Bay replacement
- Rock N Rollercoaster retheme
- Announcement of the new CEO
- 3rd park in California
ETA:- Imagination v4
- Brazil pavilion at EPCOT
- India pavilion at EPCOT
- Mt. Fuji coaster at Japan
- Rhine River Expedition at Germany
- Mary Poppins spinner
- A revival of the MK Theater
- Moana Mountain in Adventureland
Confused by your opening sentence. Are you suggesting that Disney would not plan a stand along event just for a Brazil announcement due to cost? If so, you are saying that this is not just a Brazil announcement but more of a Disney fan event to garner more hype to drive future volume?
The Jacobite pretender will sit on the throne of St Edward before Disney builds a park in South America.Best reckless speculation I heard: They announce a Disney park for Brazil.
I think South America deserves their own Disney parks. Judging from my September trip they really love Disney and come in very large groups. This way they don't have to come to Florida as much. And it would help with crowd control.
They could make it even more South American themed.
On the contrary, They'll just use Brazil to walk back all the D23 park announcements. You should fully expect updates at D23 Brazil on the following:

This is why they won't do it. They aren't going to hurt WDW by taking away such a large portion of international guests.
It could help with guest satisfaction though. Many people (including myself) may not go back if their experiences are continually horrible. It's not fun having to deal with loud guests on their phones and linecutters with large groups.

I’ve been in the parks with large, foreign school groups and I’ve never had a bad experience. Maybe working with teenagers makes me more calloused to their immaturity, but I’ve never been bothered by them. The most annoyed I’ve gotten at the parks were locals who wouldn’t stop talking in pre shows because they’d seen it before.
