It should be more than obvious which two of those projects were cut because of projects being scaled up. One of which was already pointed out in this very thread by the owner of this site.
The self ballyhooed “budget” for fantasyland was around $750 million dollars when announced at Dustcon…if you roll down memory lane…and where did the final budge land?

So what was “scaled up”? The dippy coaster? Maybe because what they actually added was rather pathetic? Hmmm

And if you’re trying to say they didn’t shut down pleasure island (just to shut it down), announce a replacement which never was gonna happen, then let it sit in rot for 5 damn years until coming back around…then you got a problem with your google (where the insiders live)

And they lied about wonders of life. Straight up. I know that’s shocking to the little WDI trailer out back by test track…yet life is cruel sometimes

Still waiting on the lower priced model, still waiting on the roadster, still waiting on true autonomy.

Cybertruck was delivered late, overpriced, and missing capabilities and features.

Model 3 barely touched the advertised price and only for a limited time.

Should I keep going?

Budgets on new attractions aren’t really cut after being set and approved.
Then explain Galaxies Edge? There was supposed to be a lot more to that land but it got cut at the last minute New Fantasyland was supposed to be a lot different but we ended up with a bunch of Princess stuff.

That describes nearly all public companies that exists and the overwhelming majority of projects those companies undertake in the modern era of business.
In general yes that's true. Compared to other park companies most don't cut the budget much. For most the new attractions, what they reveal is what they end up being.

How money is allocated on various parts of a project is not budgets being cut.

Budgets were not cut in either case.

New Fantasyland ended up with less princess stuff than it was originally supposed to and a significantly higher budget.

Parts of a project being cut and money are two different things though obviously related. Features might be cut because the budget ends up not being enough to cover the full scope of a project but the amount of money being spent didn't decrease.

I have worked on many projects over the years where we had to cut planned aspects because it would blow the budget. That is just the reality of trying to estimate what it is going to cost to do something ahead of time.

Most park companies, outside of Universal, don't have projects nearly as large or complex. It is much easier to estimate costs on a roller coaster vs. a roller coaster, a building to contain it, shows scenes, etc.

Regardless, all of them make cuts. Most just don't announce projects as early so we don't hear about them but even EU had cuts and it hasn't even opened yet.
