Even though the positivity puts OC in the low range, cases per 100k per 7 days has to be below 50 to be classified as moderate. Currently it is at 94.37. Very true, someone at the beginning of this said don't test and there will be no cases........I'm sure this has been discussed ad nauseam in this thread, but positivity percentage is about testing, not about cases. You need both low case numbers and low positive rate - one alone isn't sufficient.
