Yes, they will need to offset the water storage capacity of RofA as part of the whole solution since it' part of the overall flood control system on the full property since the late 60's. It's been a few weeks but I believe there was a very large retention pond just south of the pyro storage bunkers in the original submission plans.

Correct, it is a pretty large retention pond. I have roughly marked in red.

Do we know if there is any truth to the earlier rumors about the south loop being retained?
I think that was more wishful thinking/denial. Disney have announced that Cars will replace Rivers of America and Tom Sawyer Island. From the Parks Blog "To make way for this completely new frontier, the Rivers of America and Tom Sawyer Island will be transformed into vast and rugged terrains for a rally race with some of the world’s most iconic racers. "

Not replacing Stitch? The Speedway is truly outdated, contributes little to the beauty of the park, and doesn’t come saddled with environmental red tape baggage. There’s also the undeveloped Adventureland plot. Theres space between MSUSA and TL. Point being: there’s other lower hanging fruits.

I would use speedway and the plot between Main Street and Tomorrowland first.

I’d also probably put villains at DHS - they have the land ready to go, need more attractions, and villains fit better over there thematically.

But for some strange reason Bob and Josh didn’t ask me! Haha

As somebody who does this type of work for a living, the RAI is pretty boilerplate. There's nothing in there that's going to force them to make substantial changes.
My wife does as well and I had her read the RAI, and she said this is all par for the course. At most it'll just take up more time from the planners internally to respond.

It seems the main sticking points are:

1. the laydown yards which are wetlands and part of the flood plain. They'd need to be cleared and dewatered to be used that way. And Florida makes people buy and reserve much large plots of wetlands to offset such usage, usually. I'm sure Florida wants to know... "Hey, all that buildable land you just created... planning to build on it, perhaps?"

2. The "river" of RoA. Disney just needs to show them that it's just a giant shallow cee-ment pond. There's isn't a working beaver lodge or any other natural biome in it.

3. And when it rains, where is the water landing in the park going to go?
Same place it does now ~ in our shoes.

Disney should welcome this! It’s another opportunity to demonstrate their commitment to preserving the environment.
And Disney does. Accessing the wetlands West of DHS (of which the starcruiser takes up a small space) was offset by buying wetlands elsewhere and setting them as a no-build holding. And there was a lot more land they had to put into conservation than they got to build on.

Who cares? Ripping out some of the last vestiges of Walt's FrontierLand is gross, and replacing it with Blizzard Beach race cars next to Haunted Mansion is criminal. "We have enough land for SEVEN more theme parks". Well use some of it instead of destroying traditional Disney and "transforming it" into Six Flags.
It's the most vile thing they are about to do.
