No need to announce anything until D23. Given what happened with Pandora, any construction is unlikely to start until early 2016, given the 2020 opening target, and Universal had half of Skull Island built before they announced anything for that ride, so there's no rush for Disney to start hyping it before their convention.

When TWDC gets new leadership this is definitely something that needs to be on the agenda of what to fix. It's just extremely bizzare.
But can they? Bob Gurr cites too many meetings as big reason why he left in the 1970s. @BlueSkyDriveBy has talked about plans to get costs under control in years past and they all tend to center around gutting Walt Disney Imagineering.

We still don't really have any details on Avatar.
Even after a decision is made, it'll be changed a few times. Then they'll start building and there will still be more changes.
