I'm quite certain you're telling the truth. But, as with all organizations, protocol breaks down. In fact, protocol such as this often breaks down in a fairly predictable cycle or due to the most pedestrian of reasons.
To wit: a temporary receptionist is brought in due to the long time phone wrangler fighting off a bit of indigestion. Not understanding the long adhered to response to public inquiries, a fanboi call is routed to a non-phone wrangler who, having never received such a call before, either doesn't know how to respond or thinks of the most convenient person/most easily remembered internal number to forward said call to in order to continue on with their day, unmolested. And so it goes until the line goes dead, it gets routed to PR, or someone starts yammering. It happens, quite literally, all the time.
