What? Of course it does. I'm a life long fan of Marvel Comics (Spider-Man in particular) and Theme Parks, I'm also a born and raised Floridian, a state that hasn't had a new Marvel ride open in 19 years, so when I first heard that California Adventure was getting new Marvel themed rides and MCU based rides at that I was a little jealous. The fact that so far their plans, a ToT retheme (which I loved!) and another Midway Mania, aren't that impressive lowers that jealousy.
The Marvel rides at Islands of Adventure are a two and half hour drive from my home, I could theoretically drive up there ride all four Marvel rides and drive back with enough time to mow the lawn before it gets dark. Whereas California Adventure is a 37 hour nonstop drive for me.
I have gone to Universal Florida many, many times in a single year quite easily. At the most I will be able to spend a few hours of one day a year at Disneyland Resort. My location limits my access, that's not a dig on California or Disneyland by the way, I wish they were getting all the Marvel Rides that the non-USA Disney parks are getting, because California is still easier to access than those countries.
But to to say that where you live doesn't affect how and what parks you experience is silly.
