May or may not be a big reveal at d23. I have a big feeling they'll want to hear the audience react to this.

If any other pavilions are talked about, it'll be The Seas with Lame-o and Friends. But more than a few billion are going into EPCOT. So expect everything to be touched eventually in some way.

So at this point can we start feeling a little more confident that Inside Out will likely not be chosen? I won’t believe Figment’s completely safe until a new Figment ride is finished, but it’d be nice to stop growing grey hairs from stress over my favorite character lol

Yes.
It turns out (lucky for us) Figment sells about as much (if not slightly more) merch than Inside Out tends to.
