Licensing costs are fixed. A film being "in development" doesn't really mean much in Hollywood. For every film that gets made, there are at least three or four that died in development.

I thought the DHS budget is even bigger than 2.8 B. I remembered reading on this forum last year that the budget is over 3 billion dollars unless there is a cut in budget.

Not sure what you mean by that. Are you saying that if Disney removes all references and links to Twilight Zone (e.g. make the ride more like Tokyo's) that they'd still owe licensing fees? I mean, maybe they are required to pay for the licensing for a certain period, but I can't imagine the contract would call for Disney to constantly pay for a property if they are not using it.
Furthermore, WDW1974 already suggested that not having to pay the licensing fees is part of the motivation for this concept.

The rumor was a $3.5B budget with about $350M each going to MK and Epcot and the balance ($2.8B) going to DHS. Of that $2.8B, a significant portion was going to be needed for infrastructure (especially new parking) and wouldn't specifically be going to attractions.

Fixed meaning that Disney pays a fixed amount of money, eg. annual payment, based on the contract they signed with CBS twenty plus years ago. They only pay the licensing fee on the ToTs with "The Twilight Zone" branding.
With regard to your second point, Disney is so penny wise and pound foolish that they would easily consider sacrificing a park's marquis attraction so they could save a million or two a year.

The GoG theme will work fine for ToT. You've got to think outside of the box. Groot will save you from the fall. And Groot will make a super great icon for the park standing in front of the Chinese Theater. If old dead guy Walt were still here, we'd probably have Davy Crockett's ToT.

So the reason WDW would get this overlay is because Star Wars Land will not be complete until 2-3 years after Disneyland's? WDW's ToT is the best ToT out there. It should not be touched. The park cannot afford to temporary close another ride due to its lack of attractions. I would love a GotG ride but make it a brand new and original E ticket.

This makes me sick. My father who hasn't been in almost 6 years joined me recently and he couldn't stop praising the immaculate detail of this ride. If this happens no amount of Stormtroopers could make me pay for a ticket or anything at WDW. God I hope this is some lost episode of The Twilight Zone

I really have to shake my head on this one.
Sunset Boulevard really didn't need any changes for rides and the timing for this terrible. While the third track of Toy Story Midway Mania will be running by 2017, it isn't going make up for the loss capacity when TOT goes down. DHS can't afford to have anything closed for a good amount of time after the upcoming April 2nd closings that includes LMA.

Exactly. I got excited by the basic premise of the thread. I assumed it was going to be some sort of GotG attraction (or maybe Big Hero 6) since it was already known to be usable. The usual divergence into the contract with Uni seemed silly since Uni is never giving that up -- at most, there might be some clarification or slight modification of the contract better delineating who has the theme park rights to some minor characters.
And adding GotG to DHS just makes too much sense. The park could use any extra and it's a great IP to add to a park that is more action/adventure oriented. If they wanted to fast track something to be opened before Star Wars, all the better. But this idea sucks.
As an aside, I wouldn't really object to a temporary overlay of ToT with GotG in 2017 to promote the new movie. Though again, I think that RNR would be a better fit for that sort of idea.

I'm surprised Disney didn't theme RNRC to Star Wars as that would be even easier to fix and promote than TOT as Marvel haunted Galaxy ride.

I'm usually one of those people that can role with change. I like seeing new things and I try to adjust to Disney's ideas even if I think they sound stupid at the time such as Avatar land (in my opinion, but I'm sure in the end it will pretty great). Maybe it's because the world is full of suck and I just try to enjoy a little magic in my life every 4 years when I go to WDW. But this? This makes me want to put down my magical kool-aid and pick up a REAL drink maybe several. This is the worst idea I've ever heard. I was legit excited to read this thread and how quickly that changed. I LOVE Tower of Terror. It has everything a ride should have and is my husband's absolute favorite. In case I didn't already question some of their decisions lately, this I CANNOT accept. This just goes to show you that nothing is safe...no rides are safe. I'm not sad, I'm just downright mad.
