I wonder if signage has been installed behind the constriction fences and this one was simply on the other side of the fence and the contractor just went and did what he plan told him.Smells like there was once an original timeline for the land to open about now, and someone, back then, put in a work order for the sign. I agree.If Arendelle: World of Frozen is the name, then Arendelle is the location. In theme, that's what you refer to it as. For example, the inhabitants would say of themselves that they live in Arendelle, not in 'World of Frozen'.
Signs towards Expedition: Everest read 'Everest'. That's the location, the mountain. The expedition is your action there.

A sign to Arendelle can be somewhat more evocative than a picture of some concept art, it's making it feel real, it's close, come back and you can go there.
I think even Disney acknowledges that when it first opens people will be going that way to go to arendelle, not to go to adventure wayI agree.
But another point was that the sign only directs guests to Arendelle; there’s Adventure Way plus the lake that will also open the same time. Those also need signs, otherwise it just becomes “the Frozen part of the park”.
