Most merchandise is create by licensees, not Disney. If nobody buys the licenses then the merchandise is not made.

And Disney's licensing process is both expensive and complicated, from my understanding. The people who have the time and money to go through it are the people who are going to want the biggest return on their investment, and that means going with characters that are proven commodities. Princesses, Pixar, Star Wars, Marvel, Mickey, etc.

I'm sure there are numerous pen & paper RPG companies that would love to do adaptations of more obscure properties, but they're also companies run by a half-dozen people at best with not much in the way of resources to spend on Disney's fees.

Something to keep in mind about merchandise is that its exceedingly rare that ANY movie gets consistent merch for more than six months or so. Toy companies often have second waves come out around DVD releases or Xmas, but the toy business is so competitive that unless a movie sells toys like gangbusters it's more profitable to take a chance on a new property then give up shelf space to an old one.

On that note, Big Hero Six actually just got a third wave of action figures (though they're all repaints). Zootopia, far as I can tell, has not yet been clearanced out of normal stores. Inside Out, btw, has. If sales are steady it could keep its shelf space as BH6 has. The comparative box office grosses mean less than how well the toys themselves sell.

A rumor has gone around that Judy and Nick will be meetable at Magic Kingdom during Mickey's Very Merry Christmas Party.
