I believe the Blue Fairy's presence is supposed to be denoted by the GIANT burst of blue pyro in the sky just after Jiminy's laugh and the rooftop fan.

I suppose, but we have the fireworks.:shrug:

Actually, in the earlier concepts for Wishes, Walkaround Characters were supposed to be dancing on the stage or castle like in DLP and Tokyo. They even still use Genie's line (Up here!) when he was going to be on the main turrets.
