Why does it matter where you buy?

You can use the points at any of the resorts, but you can book your stay at your home resort 12 months out, while you can only book your stay at the other resorts 7 months out to give the owners of that resort a chance to book their stays first. So you may not get the resort you want to stay at.

Small correction its 11 months.

If you don't care where you vacation or can only book at 7 months or less, buy at any resort.

The Home Resort is a formality basically.

Your home resort:

gives you 11 months to book, anywhere else is 7 months out

Determines your annual dues. For example, since Vero is a beach resort the annual dues are slightly different then annual dues at Saratoga.

As stated before, any deed at any property other than Saratoga ends in 2042, Saratoga is 2054.

Other than that, the World is your oyster.

It's still a good idea to buy where you want to stay. We've noticed that, since SSR opened, it has become increasingly more difficult to get your resort of choice in the 7 month window most notably at the more popular and/or smaller resorts like BCV and VWL. Our last two trips (Jan and May) we booked around 4 or 5 months out and the only availability was at SSR (which we really enjoyed!). Our next trip is VWL which we booked at our 11 month window.
 
I haven't had any trouble at the 7 month window. Then again, I usually try to call 7 months, to the day. Also, I guess it depends of the time of year. I usually go in the spring and fall which are not typically busy times of year.

Just my 2/100ths of a dollar.

Also, to my knowledge, Disney is only selling points in SSR. Which means that if you buy points for any other "home resort," it's someone else's points. The price will be lower, but as it's been pointed out, you won't get to use them as long. And there may be closing fees or commissions paid out on top of the purchase fee which Disney tends to waive when you buy direct from them.

Why wouldn't everyone just make the resort with the cheapest dues your home resort if you can stay anywhere? Is it because of the 11 month/7 month rule?

Yes, depending on where and when you want to stay, it can be hard to get in with only 7 months. For example the beach club at christmas time might be booked solid so you might not get in.

If you tend to visit more on peak times then offpeak times, you'd probably benefit from buying at the resort you'd like to be your home resort, as it'll give you 4 extra months to book there. If you often travel on offpeak times, it probably matters less.
