Same reason they and many people decorate for Xmas in November. Plus, Fall begins in September. They go hand-in-hand. And believe it or not, Halloween is a bigger holiday than you might think. On CNN I believe last year, supposedly sales for Halloween decor/costumes has been a very strong rival for Xmas and I believe last year or a year or so previous, sales were higher for Halloween than that of Xmas decorations.
The top 2 times of the year people go all out is Halloween & Xmas/New Years. Since I will be at MNSSHP next week, it got me in the mood and I already have a bunch of Halloween stuff up already
